Should I be concerned?

California has just passed a law giving illegal immigrants state funded grants for education. I might not be concerned but I am raising a grandchild who will need state funding in 8 years. We are saving for his college education but we are not young. Will he be able to attend the college of his choice and be able to pay for it? The state is already broke, why are we paying for people who have not earned the right to the money?
